El BOE publica el Real Decreto que regula las actuaciones con los fondos europeos del Next Generation EU

España recibirá 140.000 millones de euros adicionales para realizar inversiones y reformas

El Boletín Oficial del Estado publicó, el pasado 31 de diciembre, el Real Decreto-ley 36/2020, por el que se aprueban medidas urgentes para la modernización de la Administración Pública y para la ejecución del Plan de Recuperación, Transformación y Resiliencia (RDL 36/2020).

En este sentido, el instrumento normativo en cuestión sirve de referencia para la programación, la presupuestación, la gestión y la ejecución de las actuaciones financiables con fondos europeos, en especial los provenientes del Instrumento Europeo de Recuperación (Next Generation EU). El mismo contempla diversas medidas (reducción de barreras normativas y administrativas, modernización de las administraciones públicas) destinadas a facilitar la implementación del Plan de Recuperación, Transformación y Resiliencia (PRTR).

España recibirá, además de los fondos tradicionales del Marco Financiero Plurianual de la Unión Europea 2021-2027, 140.000 millones de euros adicionales procedentes del Instrumento Europeo de Recuperación Next Generation EU, para realizar inversiones y reformas dirigidas a la transformación digital, la transición ecológica, la igualdad de oportunidades y la cohesión económica y social.

De esos fondos extraordinarios, 72.000 millones serán en forma de subvenciones, principalmente provenientes del nuevo Mecanismo de Recuperación y Resiliencia de la UE (59.168 millones), y del instrumento React-EU (12.436 millones). El resto de los fondos se articulará en forma de préstamos.
