How will the Spanish Tax Authorities help taxpayers in Valencia affected by the DANA to pay their personal income tax?

The Council of Ministers will tomorrow approve the deferral of the second payment of Spanish Personal Income Tax (IRPF) corresponding to 2023 for taxpayers in Valencia, the most affected area by the recent DANA that severely impacted the Mediterranean coastline. This measure seeks to offer economic relief to citizens affected by the natural disaster.

The deferral will be formalized by means of a Royal Decree that will suspend the collection of the second payment for those taxpayers who, in the 2023 tax return, opted for payment in two instalments. According to estimations from the Ministry of Finance, this measure will benefit approximately 200,000 people.

The Spanish Tax Authorities have already notified the banks to stop the collection of the second payment, scheduled for November 5th. In the event that a bank has already made the charge, the Royal Decree will include the refund of the amounts in the shortest possible time. In addition, in order to resolve queries and offer assistance on these tax measures, the Special Delegation of the Tax Administration in the Valencian Community will set up a specific service point for tax professionals affected by the DANA. A dedicated telephone number and email address will also be set up to facilitate direct communication with the Spanish Tax Authorities.
